United States Citizenship and Immigration Services

United States Department of Homeland Security (DHS) came into existence in 2002 in response to the September 11, 2001 attacks. On March 1, 2003, the earlier department of Immigration and Naturalization Service (INS) was split into three and absorbed in the DHS. Many of the INS’s administrative and service functions were moved to a new entity called United States Citizenship and Immigration Services (USCIS).

The stated objectives of the USCIS are to promote national security, eliminate immigration case backlogs, and improve customer services. The main functions of the USCIS are as follows:
- process immigrant visa applications
- process citizenship/naturalization visa applications
- grant permanent resident status
- grant US citizenship
- process asylum and refugee visa applications
- adjudicate asylum claim
- adjudicate petitions for non-immigrant temporary workers (H1B, O1, etc)
- issue employment authorization documents

Unlike other US federal agencies, the USCIS’ annual budget of $2.8 billion is almost entirely funded by fees. It has 250 offices around the world.

USCIS certified translation

When applicants submit applications to the USCIS, the USCIS expects all documents to be in English. In case documents are in a foreign language, then a certified translation of the documents must be submitted. The translation should be done by an independent party and not by the applicant.

In addition, the translator must certify that he/she is fluent in both English and the foreign language. The translator must also certify that the translation is both accurate and complete.

USCIS also requires the translator’s name, signature, address, and date of certification to be included in the certification document.

USCIS requirements related to translation certification are documented in Federal Regulation 8 CFR 103.2(b)(3) of “U.S. Department of Homeland Security/Immigration regulations/Powers and duties; availability of records”.
