Who issues Russian marriage certificates?

Marriage certificates are also called marriage licenses, wedding certificates, and wedding licenses. They are usually issued by civil marriage registrars, churches, and authorized religious institutions. In Russia, marriages have to be registered with Zapis Aktov Grazhdanskogo Sostoyaniya (ZAGS – Russia’s birth, marriage, death registry office). Even when weddings are performed in churches, they are not legally recognized until they have been registered with ZAGS.
